In a significant step towards strengthening its agricultural sector and enhancing food security, the Federal Ministry of Agriculture and Food Security (FMAFS) is partnering with the National Identity Management Commission (NIMC) to launch a new National Identity Number (NIN)-enabled farmer registry and a Government-to-People (G2P) card system.

This initiative is designed to overcome critical identity and authentication barriers that have historically impacted the effective delivery of agricultural programs. By creating a secure and transparent digital ecosystem, the government aims to ensure that support reaches its intended beneficiaries efficiently.

Building a Unified and Secure Farmer Registry

The cornerstone of this initiative is the integration of the National Identity Management System into the agricultural sector.

  • Verified Identity: The registry leverages farmers’ NIN-backed biometric data to create a unique and verifiable identity for each individual.
  • Comprehensive Data: Beyond identity, the system captures detailed agricultural information, including farm size, crop types, and livestock holdings, building a holistic national picture of the farming landscape.

Empowering Farmers with the G2P Card

The farmer registry is directly linked to a innovative G2P card, a physical biometric card that serves as a gateway to government services. Key features include:

  • Targeted Assistance: The card ensures that government aid—such as subsidies, loans, and input distribution—is delivered securely and directly to the correct beneficiaries, reducing fraud and leakage.
  • Financial and Digital Inclusion: The card functions as a digital wallet, enabling transactions for both banked and unbanked populations, thereby promoting financial inclusion.
  • Offline Functionality: Equipped with a high-capacity chip and multiple dedicated “wallets,” the card can securely process transactions and verify identity using interoperable biometric Point-of-Sale (POS) devices, even in remote areas with limited internet connectivity.
  • Program Customization: While NIMC provides the foundational identity platform, individual ministries can customize the G2P card to meet the specific needs of their programs.

Key Services Enabled by the Initiative

The integrated registry and G2P card system will facilitate a wide range of services, including:

  • Direct farmer financing and access to loans
  • Transparent distribution of agricultural inputs
  • Farmland mapping linked to farmer identity
  • Monitoring and evaluation of extension services
  • Agency banking and other third-party agricultural services

A Framework for Transparency and Scalability

This collaborative model establishes a robust framework for national development. NIMC provides the core digital identity infrastructure, while FMAFS manages the sector-specific application through the farmer registry and G2P scheme. This approach ensures end-to-end transparency across the agricultural value chain, allowing for scalable and impactful implementation of the government’s food security agenda under the Renewed Hope Agenda.

This initiative represents a transformative use of digital identity to drive sustainable development, improve governance, and directly empower the citizens at the heart of Nigeria’s economy
